Council to appoint planning commissioners, receive reports on projects

LAKEPORT – The Lakeport City Council will consider appointing two members to the Planning Commission and hear reports on a program that helps develop city growth strategies.


The City Council will hold a staff workshop at 5 p.m. to finalize the city's business plan. The regular meeting will be held at 6 p.m.


The terms of two of the city's planning commissioners, Marc Spillman and Walter Schlicher, are expiring, according to a staff report from Planning Services Manager Andrw Britton. Schlicher is retiring, while Spillman is seeking reappointment. A total of three applications have been received for the two seats, which the council will appoint Tuesday night.


In other council business, Terri Persons from the Lake County/City Area Planning Council will give a presentation on the Blueprint Planning Project and Grant, funded by state monies.


A report from Community Development Director Mark Brannigan said the plan is meant to “develop a regional growth strategy that addresses future needs including housing, economic, environmental and land use issues.” Brannigan said the program will gives agencies GIS-based tools to identify areas which are best suited for growth in order to explore potential outcomes.


The council will once again discuss Ordinance No. 874, which seeks to correct or amend the Lakeport Zoning Ordinance to limit the maximum number of guest bedrooms in bed and breakfast inns to five and set the ordinance for a second reading and public hearing on May 20. Britton reported that the word “maximum” was mistakenly omitted from a 1999 city zoning ordinance update.


Brannigan will submit to the council a report on a proposed city water and trash standby fee. Currently, city residents are allowed to discontinue water and trash service if they're going to be away for an extended period of time, with a $45 fee to have services restored.


The city is considering whether or not to adjust its rates so that other ratepayers won't subsidize the standby service. However, the council is only set to consider the issue and not make a decision Tuesday.


Other items on the agenda include adopting a resolution to approve a parcel map for a three-unit condominium project for 382 Fifteenth Street LLC and a report regarding the status of the South Main Street Drainage Project.
