CLEARLAKE, Calif. – The Clearlake Planning Commission will meet this week to consider recommending to the Clearlake City Council the adoption of new environmental review guidelines.
The commission will meet beginning at 6 p.m. Tuesday, Sept. 6, in the council chambers at Clearlake City Hall, 14050 Olympic Drive.
Contract planner Gary Price's report to the commission states that the Clearlake Municipal Code requires that all projects be reviewed in accordance with adopted environmental review guidelines to minimize significant impacts.
“The City does not have current environmental guidelines from which to implement environmental review,” Price said. “It is critical that the City establish environmental review guidelines to assure that the City provides a fair and consistent process for reviewing projects. In light of potentially significant upcoming projects, having an adequate, legally defensible set of environmental review guidelines is of utmost importance.”
Price will present to the commission the new proposed guidelines, the highlights of which include making the final decision making body for a project also the environmental decision making body; providing for turnaround timelines that are in some cases quicker than the California Environmental Quality Act; an environmental impact report consultant selection process; protocol for communications between the city, applicant and and consultant; and provision of an appeal process; among a list of others than can be seen in the report, posted below.
