CLEARLAKE, Calif. – The Clearlake City Council and the Clearlake Planning Commission with get together for a special meeting this week to discuss a park master plan and a draft of the city's new general plan.
The meeting will take place beginning at 6 p.m. Wednesday, Nov. 16, in the council chambers at Clearlake City Hall, 14050 Olympic Drive.
At the start of the meeting a proclamation will be presented declaring November 2016 as Native American Heritage Month.
The main agenda items include the draft Austin Park Master Plan.
City Manager Greg Folsom's report for the meeting explains that the Melton Design Group, the city's consultant on the project, will present the draft master plan at the meeting.
“The City Council allocated $500,000 of Series A bond funds toward the first phase of this project and staff is seeking contributions and grant funding for various other parts. Future phases will be completed as funding becomes available,” said Folsom.
The council and commission also will discuss the 2040 Draft General Plan update.
Folsom's report said the public draft general plan and draft environmental impact report, or EIR, were completed on Nov. 7 and are now in the 45-day public review period, which ends Dec. 22.

The Wednesday workshop is intended to offer the council and commission an opportunity to review the public review drafts of the general plan update and provide an understanding of the document, Folsom said.
Objectives of the workshop also include an opportunity for initial public comment on the revised documents, answering questions regarding the revision and overview the next steps for completing the general plan update, according to Folsom.
Regarding the draft general plan's completion schedule, Folsom said that once the public comment period for the draft EIR closes next month, staff and the consultant team will assemble the comments and respond to them in the final EIR.
“Once the Final EIR has been produced, the City will be in a position to approve the General Plan Update,” Folsom said. “Staff anticipates review of the Final EIR and General Plan Update by the Planning Commission in late January, 2017. Upon recommendation of the Planning Commission, the City Council will have the opportunity to certify the Final EIR and adopt the General Plan Update in February, 2017.”
