CLEARLAKE, Calif. – The newly elected and reelected members of the Clearlake City Council will take their oaths of office this week before the council gets down to the work of planning for implementation of the city's newly approved road sales tax.
The meeting will take place at 6 p.m. Thursday, Dec. 8, in the council chambers at Clearlake City Hall, 14050 Olympic Drive.
On Thursday Nick Bennett and Joyce Overton, who were reelected on Nov. 8, and Phil Harris, elected to his first term, will take their oaths.
Once the new council is seated, it will select its new mayor and vice mayor for the year, and formally accept the election results.
On the agenda is a public hearing to consider approving a development agreement with FE Monterey LLC for the property located at 15885 Dam Road.
City Manager Greg Folsom's report explained that the council held a public hearing on Oct. 13 regarding a development agreement for the property with Orosco Development.
“However, once a title report was run it was discovered that FE Monterey, LLC is the owner of record,” Folsom's written report explained. “The principals involved are the same, ergo the confusion over which entity owned the property. This new public hearing is necessary to make sure that there is not a technical violation in procedure due to discussing the wrong ownership.”
Council members also will discuss the election's outcome regarding measures V, W and X, which were on the Nov. 8 ballot.
Measure V establishes a one-cent sales tax for 20 years for road repairs and improvement, and is expected to bring in $1.6 million annually. It passed by the necessary two-thirds supermajority, with a 68.8 percent yes vote and a 31.2 percent no vote.
Councilman Bruno Sabatier told Lake County News that the council will begin looking at the next steps, including setting up an oversight committee.
Measures W and X asked voters to approve changing the city clerk and treasurer posts, respectively, from elected to appointed positions. Measure W passed with a 50.6 percent yes vote to 49.4 percent no, while Measure X narrowly failed, with no votes totaling 50.5 percent and yes votes at 49.5 percent.
Other items on the agenda include review of the Austin Park Master Plan, and the presentation of certificates of appreciation to volunteers and long-term employees, and a plaque presentation to former Vice Mayor Gina Fortino Dickson.
On the meeting's consent agenda – items considered noncontroversial and usually accepted as a slate on one vote – are warrant registers; minutes of the meetings on Oct. 10, 13 and 27, and Nov. 10 and 16; consideration of adoption of the 2016 Conflict of Interest Code; and consideration of a rejection of the bid of the city hall doors and citing work to be completed under public contracting code.
A closed session also is planned to discuss a performance evaluation of Folsom and a liability claim against the city by Joan Moss.
