Board to commend firefighters, hear funding request for school resource officer

LAKEPORT – It's another lengthy agenda for the Board of Supervisors' Tuesday meeting, with kudos to firefighters and a presentation requesting funding for Lakeport's school resource officer program among the scheduled items.


The meeting starts at 9 a.m. in the board chambers of the Lake County Courthouse, 255 N. Forbes. The meeting will be broadcast live on TV Channel 8.


At 10 a.m., Lakeport Police Chief Kevin Burke will make a presentation to the board about his department's school resource officer program, which covers Lakeport Unified School District.


This past year, Officer Jarvis Leishman served in the post, offering a law enforcement presence at the campus and leading the Drug Abuse Resistance Education program.


In May, the Board of Supervisors held a joint meeting with the Lakeport City Council, during which an informal request was made to the county to help fund the program, which city officials pointed out serves students from areas outside of Lakeport.


Burke was invited to make the presentation as part of a more formal request for funding in the coming fiscal year.


Funding from the county could be crucial to the program's continuance; Burke stated at a City Council meeting two weeks ago that he is concerned that his current staffing levels won't allow him to support the program in the coming school year.


In other news, at 11:20 a.m. the board will present a proclamation honoring local firefighters and fire personnel for their exemplary efforts during wildfires in June.


The Walker Fire, located several miles east of Clearlake Oaks, was discovered June 22. It was caused by a vehicle scraping a rock in the Benmore Canyon area, according to Cal Fire officials.


A complex of fires on the Mendocino National Forest's Upper Lake Ranger District continues to burn. Those were triggered by a lightning storm on June 20, as Lake County News has reported.

10:30 a.m.: Deliberation and board decision in the appeal of James Clement of the Planning commission’s approval of a Minor Use Permit for John and Joanne Van Eck to allow the operation of 9 commercial stables, riding academy for a maximum of 15 students per week and the construction of a carriage house/clubhouse facility (approximately 2,200 square feet) to be used for approved special events (up to three per year); project is located at 4965 Steelhead Drive, Kelseyville.


11:15 a.m.: Presentation of proclamation commending Elizabeth Larson and Lake County News (www.lakeconews.com) for extraordinary service during the wildfires of June 2008.


11:30 a.m.: Public hearing on consideration of leases of property located at 3605 Lakeshore Blvd., Nice; the proposed lease agreements are for 126 marina slips, two apartments and a commercial building located on the site.


11:45 a.m.: Public hearing on the Planning Commission’s recommendation for denial of the following General Plan Amendment proposal and rezone proposing a General Plan Amendment of a two-acre lakefront property from Commercial Resort to Suburban Residential and consideration of a proposed Ordinance rezoning lands from “CR-FF” (Commercial Resort-Floodway Fringe) to “R-1-FF” (Single Family Residential-Floodway Fringe) for the Widgeon Bay/Sunset Point Mobile Home Park, proposed for Ben Lawson; project is located at 11967 and 12037 E. 1:30 p.m.: Public hearing on consideration of loan agreement between the county of Lake and Eskaton Clearlake Oaks Manor Inc. for $617,080 of HOME monies; and onsideration of proposed resolution approving the sale of property acquired with tax increment funds, located at 75 Lake St., Clearlake Oaks, to Eskaton Clearlake Oaks Manor Inc., for a senior housing project and approving the development and disposition agreement for said project.

– Update on emergency action taken on September 11, 2007, regarding Mt.
