LAKEPORT, Calif. – The Lakeport City Council this week will approve members for the new citizens oversight committee for its new Measure Z sales tax and consider changes to an affordable housing project.
The council will meet beginning at 6 p.m. Tuesday, April 18, in the council chambers at Lakeport City Hall, 225 Park St.
On the agenda is the proposed approval of the community members who will serve on the Measure Z Advisory Committee, or MZAC, which will oversee the spending of the proceeds from the sales tax measure voters approved in November.
Staff is recommending the appointments of Annette Hopkins, Susan King, Dennis Rollins, Nathan Speed and Tim Wynacht to the MZAC, with two members’ terms to expire Dec. 31, 2018, and three members’ terms to expire Dec. 31, 2020.
The council on Tuesday also will consider a staff recommendation that the city revise its current award from the HOME Investment Partnership Program grant, which it received in partnership with Pacific West Architecture.
The $4.5 million grant, awarded in 2015, is meant for a 32-unit affordable senior housing project at 1255 Martin St., across from the Lake County Sheriff’s Office. Staff is recommending that the council approve changing the scope of the project to a 24-unit affordable multifamily housing project, and to expedite the review of this updated project.
“Although the development of additional affordable senior housing remains a priority, the recent flood events and resulting evacuations has demonstrated an extreme need for the development of affordable multi-family housing,” Community Development Director Kevin Ingram wrote in his report to the council.
Ingram said city officials have spoken directly with the California Department of Housing and Community Development, the agency responsible for the administration of the HOME programs for the state, and it has agreed to allow the city to amend its current HOME grant approval to address the
emergency need for the provision affordable multi-family housing.
On Tuesday the council also will adopt the proposed resolution approving the revised administrative policy for utilities billing and present a proclamation honoring Alexander Beare for achieving the rank of Eagle Scout.
On the meeting's consent agenda – items considered noncontroversial and usually accepted as a slate on one vote – are ordinances; the minutes for the special council meeting on April 3 and the regular council meeting on April 4; the April 6 warrant register; adoptions of the proposed resolution to reaffirm the necessity of AB 1600 development impact fees; and approval of the continuation of the proclamation declaring a local state of emergency due to flooding and extreme weather.
