First board meeting of 2009 to include oaths of office, board reorganization

LAKEPORT – On Jan. 6 it's back to work for the Board of Supervisors, which will convene for its first meeting of the year and swear in the new District 1 board member as well as administer the oath to reelected members from Districts 4 and 5.


The meeting will begin at 9 a.m. on Tuesday, Jan. 6, at the Lake County Courthouse, 255 N. Forbes St. TV Channel 8 is scheduled to televise the meeting live with a rebroadcast later in the week.


The meeting will begin with remarks from outgoing Board Chair Ed Robey, who is retiring from the board. In November, James Comstock of Middletown was elected to succeed Robey. The board also will make a presentation to Robey in honor of his service.


At approximately 9:05 a.m., the county clerk will administer the oath of office to Comstock and to District 4 Supervisor Anthony Farrington and District 5 Supervisor Rob Brown, who both were reelected in the June election.


Once the oaths are taken, the board will sit down to the task of electing its chair and vice chair for the upcoming year. Current Board Vice Chair Denise Rushing is expected to be appointed chair, according to the traditional rotation.


The board will then appoint or reappoint planning commissioners, who will be sworn in, and consider applications for various committees, commissions and advisory boards.


A busy day of discussions is lined up. One of countywide interest is scheduled to begin at 1:30 p.m., when businessman Lowell Grant asks the board to initiate action to unify the seven school districts existing in Lake County into one school district.

9:45 a.m.: Discussion/consideration of the proposal to reallocate Title III funds and establish a policy on the cost of chipping; and consideration of proposed contract between the county of Lake

and Westlake and/or Eastlake Resource Conservation District(s) to provide a Fire Safe Council Coordinator to make grant applications for funding of the Community Wildfire Protection Plan, for the development of Firewise communities and other fire safe activities.


10 a.m.: Discussion/consideration of proposed agreement between the county of Lake and the Animal Coalition of Lake County for a spay and neuter voucher program.


10:15 a.m.: Hearing on a notice of nuisance abatement for 11753 Widgeon Way, Clearlake Oaks (Deborah Keys).


10:30 a.m.: Hearing on a notice of nuisance abatement for 11280 Lakeshore Code Enforcement Division Drive and 11324 Pirates Lane, Clearlake Park (Phyllis Maggio).


11 a.m.: Public hearing on consideration of extension of urgency ordinance No. 2879 entitled “An urgency ordinance adopting emergency water conservation restrictions for County Service

Area (CSA) No. 2, Spring Valley Lakes and imposing a moratorium for new water service connections.”


11:30 a.m.: Status report on the preparation of the county's Integrated Regional Water Management Plan and consideration of request for board direction regarding cooperative efforts within the

watersheds of Cache Creek and Putah Creek.


Untimed items:


– Chair's recommended committee assignments for members of the Board of Supervisors.


– County's proposed federal and state legislative priorities for 2009, and a proposed letter to Congressman Thompson regarding priority list for funding of water and wastewater construction projects.


– Consideration of written decision denying the appeal of William Clee and William Clee II of administrative penalties issued by Community Development's Code Enforcement Division.


– Discussion/consideration of request for board direction regarding minor changes to the Lake County Zoning Ordinance to make it consistent with the Lake County General Plan.


– Discussion/consideration of approval of projects for Proposition 1B Bond funds; and proposed resolution to appropriate unanticipated revenue in the amount of $655,650.27 received from Proposition 1B Bond funds.


– Discussion/consideration of letters of interest received from Great Basin Institute, The California Parks Companies and Clear Lake Foundation for marine-vessel inspection services at major entry points into Lake County.


– Recommendation to accept a contribution of $1,500 from the Kelseyville Unified School District and the Kelseyville Sunrise Rotary Club for their contribution for in-street school crosswalk signs to be located on Main Street and on Konocti Road adjacent to Kelseyville High School.


– Consideration of award of Bid No. 09-04 to McGuire-Pacific Constructors in the amount of $249,564 for Countywide Stop Sign and Street Name Sign Replacement Project.


– Ordinance establishing a fee ($15) for administration of the structural pest control applicator's examination (second reading).


– An ordinance amending Chapter 15 of the Lake County Code providing for dogs to be off leash if under the control of the owner in designated areas at six county parks and provides for horses to be ridden or lead in Middletown County Park Trailside Nature Preserve (second reading).


The board also will hold a closed session for labor negotiations and to discuss existing litigation, Woll v. County of Lake.
