SBA offers disaster assistance to small businesses hurt by salmon fishery closure

SACRAMENTO – Karen G. Mills, administrator of the U.S. Small Business Administration (SBA) announced Thursday that low-interest disaster loans are available to small businesses that have suffered financial losses due to the closure of the 2009 commercial salmon fishing season on the California coast.

By declaring a disaster, Administrator Mills’ action makes low interest Economic Injury Disaster Loans (EIDL) available immediately to help meet financial needs caused by the closure of the 2009 salmon fishing season beginning April 8.

Mills’ action responded to a request from Matthew R. Bettenhausen, acting secretary of the California Emergency Management Agency, on behalf of Gov. Arnold Schwarzenegger, which SBA received May 18.

The declaration covers the California counties of Alameda, Del Norte, Fresno, Glenn, Humboldt, Kings, Lake, Marin, Mendocino, Monterey, Napa, San Benito, San Francisco, San Luis Obispo, San Mateo, Santa Clara, Santa Cruz, Siskiyou, Solano, Sonoma, Tehama, Trinity and the neighboring Oregon counties of Curry and Josephine.

SBA is offering working capital loans of up to $2 million at an interest rate of 4 percent with terms up to 30 years.

“SBA Economic Injury Disaster Loans may be used to pay fixed debts, payroll, accounts payable and other bills that can’t be paid because of the disaster’s impact. These loans can provide vital economic assistance to fishing and fishing-dependent businesses to help overcome the temporary loss of revenue they are experiencing,” said Alfred E. Judd, Director of SBA’s Disaster Field Operations Center-West.

“SBA customer service representatives will be in the affected communities along the California coast to meet individually with business owners to answer questions about SBA’s EIDL assistance, issue loan applications, explain the application process, and help them complete their applications,” Judd said.

Some eligible business owners include: small businesses engaged in salmon fishing in the waters affected by the closure (employees or crew members are not small businesses and are not eligible), and small businesses dependent on the catching or sale of salmon, including suppliers of fishing gear and fuel, docks, boatyards, processors, wholesalers, shippers, and retailers, and other small businesses dependent on revenue from the above.

“We recognize that some affected businesses may be reluctant to seek a loan to meet their immediate financial needs, but we encourage each business to learn how an SBA disaster loan can help them recover from the closure of the fishing season,” Judd emphasized. Business owners may apply online using the Electronic Loan Application (ELA) via SBA’s secure Web site at https://disasterloan.sba.gov/ela.

In addition, loan information and application forms are also available from SBA’s Customer Service Center by calling SBA toll-free at 800-659-2955, emailing This email address is being protected from spambots. You need JavaScript enabled to view it. or visiting SBA’s Web site at www.sba.gov/services/disasterassistance. Hearing impaired individuals may call 800-877-8339.

The deadline to apply for these loans is Feb. 22, 2010.

HIDDEN VALLEY LAKE – On Friday, May 15, the day before the Hardester's Shopping Center's Spring Fling, the office of Marty Keller, Small Business Advocate for the State of California, sent an email with a very special attachment.  It was a letter from Gov. Arnold Schwarzenegger. It read as follows:

"It is a pleasure to extend my greetings to all those gathered for your Spring Fling.

"I applaud your efforts to bring your residents together for some fun.  With a variety of entertainment, food, and much more, I have no doubt that all those in attendance will have a fantastic time and take pride in the great sense of community you have helped to create.

"My thanks to all those who made this wonderful event possible.  They each deserve a big hand for their actions to strengthen friendships, and I commend them for their hard work.

"On behalf of all Californians, I send my best wishes for a memorable day and every continued success."

Sincerely,
Arnold Schwarzenegger

How did Governor Schwarzenegger know that this extraordinary event was taking place – let alone what it entailed?

Keller either told him or had him read the Squidoo lens that is online promoting the event. In fact, Keller himself posted a very nice comment to the Squidoo lens' Guest Book concerning the Spring Fling – along with many other folks from around the world.

This letter should be regarded as a keepsake for all residents of Lake County.  It documents a "memory-maker" – a special moment in history – especially for those who attended the festival or helped to make it possible.

To get a free copy of Gov. Schwarzenegger's letter, visit http://budurl.com/familyfun and click the link for the PDF of the letter. Print the PDF out on photo paper and frame. This is history worth showcasing.

Who knows?  The next time the Hardester's Shopping Center has a special event, we just might have a special guest from Sacramento paying us a visit.

UPPER LAKE – A new and unique clothing store for women has opened in Upper Lake.

Master seamstress and costume maker Margaret Retherford – who has provided garments for Dickens Fairs, Wild West Days, theme weddings and several other events in Lake County – recently opened her own women’s clothing boutique.

The Virtuous Woman, inspired from the bible where a virtuous woman is described as a woman of success. So of course a successful woman would want to buy clothing that will show her success.

With Retherford’s many years of experience in the clothing industry she handpicks every item for the shop and most of her customers rave on her garment choices.

Among the items for sale are some of Retherford’s own creations along with a wide variety of fashion clothing from small to 3-extra larger. Much of the inventory is USA-made with some well known brand names. Also for sale is a very exquisite line of American Indian jewelry

Retherford feels that because of the current economics, she has priced all garments to fit the most modest of budgets.

Come discover this new clothing, jewelry and gift store, and be dazzled.

The Virtuous Woman is located in historic downtown Upper Lake's Main Street Mall, 9495 Main St., Suite No. 9.

Call the shop for the current hours of business, 707-275-2055.
