NOTICE OF PUBLIC HEARING AND MITIGATED NEGATIVE DECLARATION
NOTICE IS HEREBY GIVEN that the Planning Commission of the County of Lake, State of California, will hold a public hearing on Major Use Permit application UP 12-09, proposing to allow construction and operation of a Cottage Industry Ceramic Studio that exceeds the maximum size limitation, to allow operations within an outdoor covered area and construction of a less than 15 acre foot medium sized reservoir.
The project applicant is Scott Parady.
The Planning Commission will consider adoption of a mitigated negative declaration for this project based on Initial Study IS 12-32.
The project is located at 9700 Rocky’s Road, Middletown, CA, and further described as APN 011-067-03.
The proposed mitigated negative declaration will be available for review at the Community Development Department, Lake County Courthouse, 255 North Forbes Street, Lakeport, California, thirty (30) days before the hearing, and the staff report will be available ten (10) days before the hearing.
The review period during which the Community Development Department will receive comments on the proposed mitigated negative declaration will start on December 20, 2013 and end at the hearing on January 23, 2014.

The public hearing will be held in the Board of Supervisors’ Chamber in the Courthouse on January 23, 2014 at 9:05 AM, at which time and place interested persons may attend and be heard.

NOTICE OF PROPOSED MINOR USE PERMIT
NOTICE IS HEREBY GIVEN that the Lake County Zoning Administrator will consider approving MINOR USE PERMIT 13-24 of Alexander Shempliner in accordance with Lake County Code to allow a collector’s permit in order to construct a new 672 square foot, one story detached accessory structure located at 10230 State Highway 175, Kelseyville CA, APN 115-009-26.

SUMMARY OF ORDINANCE NO. 2997
NOTICE IS HEREBY GIVEN that the Board of Supervisors, County of Lake, State of California, has adopted Ordinance No. 2997, amending Chapter 21 of the Ordinance Code of the County of Lake adding Article 72: Regulations for the Cultivation of Medical Marijuana.
This ordinance proposes permanent regulations regarding the cultivation of medical marijuana within the unincorporated area of Lake County. The most pertinent provisions of this proposed ordinance are as follows: Indoor cultivation limited to 100 square feet; No outdoor cultivation within Community Growth Boundaries, or on parcels located outside said boundaries that are smaller than one (1) acre; Outdoor cultivation of six (6) mature or twelve (12) immature plants allowed on parcels ; Collective or cooperative organizations would be allowed outdoor cultivation of up to 48 mature or 72 immature plants when located on “A”, Agriculture zoned property of at least 20 acres; environmental standards to avoid impacts to surface waters; and abatement and enforcement procedures, including several options for fines, penalties and recovery of abatement costs.
