LAKE COUNTY, Calif. – The Board of Supervisors this week will consider a $3.6 million state grant application that includes more than $2 million for sewer system improvements following January’s Robin Lane spill, hear an update on disaster resilience efforts and review a Behavioral Health request to provide transitional rent assistance for eligible Medi-Cal recipients.
The board will meet beginning at 9 a.m. Tuesday, Feb. 24, in the board chambers on the first floor of the Lake County Courthouse, 255 N. Forbes St., Lakeport.

At 9:30 a.m., the board will hear an update on the Lake County Resilience Hub work group.
The presentation will include a map of participating sites of resilient centers, an update on resilient power capacity on generators, batteries and solar, as well as other key milestones.
At 10 a.m., the board will hold a public hearing on submitting a $3.6 million application for the state’s Community Development Block Grant program.
It includes over $2 million for improvements of the Southeast Regional Wastewater System.
The site is part of the Lake County Sanitation District which services the city of Clearlake, including the area impacted by the Jan. 11 Robin Lane sewage spill resulting from the rupture of the 16-inch force main it operates.
The requested funding would cover the gravity sewer lines cleaning and video surveillance of the entire 90 miles gravity system and portions of the 10-mine force main system, according to the staff memo.
The staff memo also stated that the recent sewer spill “discharged 1.3 million gallons of raw sewage and 3,900 gallons migrated into Burns Valley Creek which flows into Clear Lake.”
Back on Jan 17., the county told Lake County News that the “estimated release has been updated to 2.9 million gallons.”
Community members and officials leading the recovery efforts have expressed concerns about the changes in the spill data reported.
Clearlake City Manager Alan Flora, who also coleads the incident management team, said Thursday that the team has concerns over the spill data reported by the Lake County Special Districts. “There deserves to be scrutiny,” Flora said during his report to the city council.
The county’s funding application also includes $1.5 million to assist small businesses.
At 11:30 a.m., the board will consider the request from the Lake County Behavioral Health to provide transitional rent assistance starting this year through an agreement with Partnership HealthPlan of California.
Under the agreement, the county would offer “up to six months of rental assistance for eligible Medi-Cal members who are experiencing or at risk of homelessness and have specific behavioral health needs.”
According to the staff memo, payments would be administered by Behavior Health, with all costs reimbursed through Partnership HealthPlan and no impact on the county’s general fund.
