LAKEPORT, Calif. — The Lakeport Unified School District Board will hold a special meeting to discuss a bond measure to be placed on the ballot in June.
The meeting will take place at 6 p.m. Monday, Feb. 23, at the District Office, 2508 Howard Ave.
Members of the public may access the public session of the meeting via Google Meet.
The agenda and packet can be found here.
On the agenda is a resolution ordering an election to authorize the issuance of general obligations bonds.
The resolution — which requires a two-thirds vote of the board to be approved — proposes to place the item on the June 2 primary election ballot.
In order to make that date, the board needs to submit a resolution calling a bond election to be filed with the county elections office by March 6.
“The District has important school facility improvement needs and the need to identify a funding source,” Superintendent Matt Bullard wrote in his report to the board.
Bullard’s report said the $24.5 million bond measure will be presented to district voters under the auspices of Proposition 39, a 2000 measure that state voters approved. Previously, school bond measures needed a supermajority of 66 percent to pass. Proposition 39 decreased the two-thirds supermajority to 55%.
The school facility project list included in Bullard’s report includes constructing or updating school facilities, including classrooms, multipurpose buildings, main buildings and afterschool programs; replacing and repairing leaky roofs; upgrading lighting, hearing, air conditioning, windows, plumbing and other infrastructure; removing asbestos and lead paint, and making other safety improvements; repairing and replacing HVAC systems; improving school fire safety; installing fencing and security systems; refurbishing campus grounds; improving access for those with disabilities; and providing access to state matching funds “to maximize the community’s investment in local schools.”
The proposed language for the ballot measure is as follows:
“Lakeport School Repair, Safety, and Career Education Measure. To improve Lakeport schools; construct career technical education and other facilities; repair aging classrooms, roofs, plumbing, and electrical wiring; upgrade disabled access; and improve security and fire safety; shall Lakeport Unified School District’s measure authorizing $24,500,000 in bonds at legal interest rates be adopted, with projected average levies of $53 per $100,000 assessed valuation ($1,500,000 annually) while bonds are outstanding, no projected increase to current tax rates, oversight and audits?”
