Clearlake City Council to discuss tobacco retail ordinance, Opportunity Zones

LAKE COUNTY, Calif. – At its meeting this week the Clearlake City Council will consider a revision to its tobacco retail ordinance, hold a discussion of Opportunity Zones and get an update on the Robin Lane sewer spill.

The council will meet for an annexation workshop at 5 p.m. before the regular meeting begins at 6 p.m. Thursday, March 19, in the council chambers at Clearlake City Hall, 14050 Olympic Drive.

The public will not be allowed to provide verbal comment during the meeting if attending via Zoom. The public can submit comments in writing for City Council consideration by commenting via the Q&A function in the Zoom platform or by sending comments to the Administrative Services Director/City Clerk at mswanson@clearlake.ca.us. To give the City Council adequate time to review your comments, you must submit your written emailed comments prior to 4 p.m. on the day of the meeting.

On the agenda is the first reading of an ordinance to authorize the city manager to execute a memorandum of understanding with the county of Lake for administration of the tobacco
retail license program.

“In 2024 the City Council, along with the City of Lakeport and the County of Lake, adopted regulations requiring tobacco retailers to go through a licensing program to ensure compliance with state law and to ensure retailers are protecting the health of our youth. The ordinance was designed to designate the County to administer and enforce the program and collect the necessary fees to do so, with no cost to the City. Additionally, the ordinance allowed the City to initiate administration of the program itself, if desired in the future,” City Manager Alan Flora’s report to the council explained.

Flora noted that officials discovered that Clearlake’s ordinance requires the city collect the fees and adopt the fee structure. He said the amendment allows that but, based on the agreement with the county, the county could set and collect the fees.

In other business, the council will discuss and consider a joint letter advocating for Opportunity Zones selection.

Staff also is scheduled to provide an update on the Robin Lane sewer spill, which began on Jan. 11 and resulted in impacts across several hundred acres in a northern portion of the city.

Thursday’s meeting will include updates from the Lake County Air Quality Management District, and discussion and consideration of updates to the council norms and procedures.

On the meeting’s consent agenda — items that are considered routine in nature and usually ad
opted on a single vote — includes warrants; the 2025 Annual Housing Element Progress Report; consideration of Resolution No. 2026-11, approving a temporary street closure for the April 4 Easter Egg Hunt; discussion and consideration of application for proposition 64 Public Health and Safety Grant Program, Cohort 4, Resolution 2026-12.

The council will hold a closed session for a performance evaluation of City Manager Alan Flora and to discuss an ongoing lawsuit against the city by the Koi Nation of Northern California.
