Clearlake City Council to consider law enforcement agreement, city manager contract

LAKE COUNTY, Calif. – The Clearlake City Council this week will discuss an agreement between Clearlake Police and Lakeport Police for supplemental law enforcement services and consider approval of a new employment agreement with the city manager.

The council will meet beginning at 6 p.m. Thursday, April 2, in the council chambers at Clearlake City Hall, 14050 Olympic Drive.

The public will not be allowed to provide verbal comment during the meeting if attending via Zoom. The public can submit comments in writing for City Council consideration by commenting via the Q&A function in the Zoom platform or by sending comments to the Administrative Services Director/City Clerk at mswanson@clearlake.ca.us. To give the City Council adequate time to review your comments, you must submit your written emailed comments prior to 4 p.m. on the day of the meeting.

On Thursday, Police Chief Tim Hobbs will ask for the council’s approval of an agreement between his agency and the Lakeport Police Department for supplemental law enforcement services.

“The Lakeport Police Department has requested assistance from the Clearlake Police Department to cover patrol shifts due to temporary staffing challenges. The Clearlake Police Department has sufficient staffing to provide this coverage on an overtime basis without negatively impacting coverage in Clearlake,” Hobbs’ report to the council explained.

“While agencies routinely provide day-to-day mutual aid without compensation, in the proposed situation, it is appropriate for the receiving entity to compensate the entity providing the services,” Hobbs wrote. “Rather than memorialize this in a one-way agreement, the proposed agreement permits either entity to provide supplemental law enforcement services to the other. This alleviates the need to renegotiate and approve another agreement should circumstances necessitate Lakeport providing law enforcement services to Clearlake.”

The council approved a similar agreement with the Lakeport Police Department in July of 2022.

Also on Thursday, the council will discuss and consider a new employment services agreement with City Manager Alan Flora, who has held the position with the city since March of 2019.

City Attorney Scott Drexel’s report to the council explains that the new agreement is for three years — from April 2, 2026, to April 2, 2029 — with a monthly salary of $18,271.10, which is a 3% increase over Flora’s prior salary rate. He will also receive a 3% salary increase beginning on July 1, 2027, subject to a positive council evaluation and the local economic benchmark being met. 

In other business, the council will present proclamations declaring April as Child Abuse Awareness Month, Arts, Culture and Creativity Month and Fair Housing Month. 

On the meeting’s consent agenda — items that are considered routine in nature and usually ad opted on a single vote — includes warrants; meeting minutes; the amended 2025 Annual Progress Report; and the second reading of Ordinance 286-2026 Amending Section 6-10.111 of the Clearlake Municipal Code regarding tobacco retail licensing.

The council will hold a closed session to discuss an anticipated case of litigation; conference regarding labor negotiations with Clearlake Middle Management Association, Clearlake Police Officers Association and Clearlake Municipal Employees Association; and significant exposure to litigation due to 33 claims regarding the Robin Lane sewage spill.
