LAKE COUNTY, Calif. – The Board of Supervisors will discuss an amendment to a south county resort and housing development when it meets this week.
The board will meet beginning at 9 a.m. Tuesday, April 14, in the board chambers on the first floor of the Lake County Courthouse, 255 N. Forbes St., Lakeport.

At 10:30 a.m., the board will consider amending an ordinance that adopted the development for the Guenoc Valley Mixed-Use Planned Development Project, which the board approved in August.
The luxury resort project would, at full buildout, include up to 400 hotel rooms, 450 resort residential units, 1,400 residential estates and 500 workforce co-housing units on a portion of the 16,000-acre, 82-parcel Guenoc property. The project applicant is San Francisco-based Lotusland Investment Holdings.
On Aug. 26, 2025, the supervisors approved the environmental report and permits, as well as a resolution that approved the development agreement.
The staff report from Community Development Director Mireya Turner said the board later rescinded that resolution in order to approve another ordinance that was amended to add the encouragement from the board to the developer that the staff continue to work with the Callayomi County Water District regarding the district’s purchase of a portion of the offsite well site and the district’s operation of a well on that site.
Turner said in her report that this encouragement to work together was added to the development agreement, the second reading of which was approved on Oct. 21, 2025.
“Since adoption of the Ordinance, the Development Agreement was not executed within the specified timeframe of 10 days after approval, and minor modifications from the Applicant and CDD are requested. These include date corrections and modifying the timeframe in which the agreement is executed and recorded, for consistency with the Government Code,” Turner wrote.
In an untimed item, the board will consider the advanced salary step appointment of Brian Powers to public works construction project manager.
Powers, who currently is retired, previously worked as a county parks superintendent before he moved into the Public Works Department.
Interim Public Works Director Lars Ewing is recommending Powers be placed at the fifth salary step, the amount of which is not stated in his report to the board.
Lake County News asked the county on Friday what that salary step is. At the time of publication, that information was not provided.
