Lakeport City Council to consider water rate study, city departmental goals

LAKEPORT, Calif. – The Lakeport City Council is set to consider approving a water rate study and will hold a discussion of city departmental goals this week.

The council will meet Tuesday, April 21, at 6 p.m. in the council chambers at Lakeport City Hall, 225 Park St.

On Tuesday, Utilities Director Paul Harris will seek the council’s approval of an agreement with Willdan Financial Services for the completion of a water and sewer rate study for $52,950.

City Manager Kevin Ingram will conduct a strategic planning workshop for fiscal year 2025-26 citywide departmental goals.

The council also will consider rescinding a resolution and adopting a new one approving the city’s Title VI Plan, the Limited English Proficiency Assessment and Language Access
Plan and the Title VI Annual Work Plan, documents necessary for entities receiving federal funding; and will meet new Utilities Department employee Trina Kollasch.

On the consent agenda — items considered noncontroversial and usually accepted as a slate on one vote — are ordinances; minutes from the City Council’s regular meeting on April 7; approval of the April 8 warrant register; approval of application 2026-018, with staff recommendations, for the 2026 Summer Concert Series; approval of application 2026-019, with staff recommendations, for the Tuesday Farmers Markets in the Park; adoption of a resolution approving and certifying the City of Lakeport Municipal Sewer District Sewer System Management Plan update, prepared in compliance with State Water Resources Control Board Order WQ 2022-0103-DWQ, and authorizing the Compliance Officer to certify the document in the California Integrated Water Quality System on behalf of the CLMSD director; receipt and filing of the minutes of the April 15 Measure Z Advisory Committee regular meeting.
