Supervisors to consider more funding for sewer spill recovery effort

LAKE COUNTY, Calif. – The Board of Supervisors this week will consider adding another $250,000 for the Robin Lane sewer spill recovery – bringing total spending to $2 million – despite not disclosing detailed expenditures from the previously approved $1.75 million.

At 11:30 a.m., the board will consider allocating an additional $250,000 to address the Jan. 11 Robin Lane sewage spill, bringing the total to $2 million from county disaster reserves.

The 2.9-million-gallon spill was caused by the rupture of a county-owned 16-inch force main operated by Lake County Sanitation District, overseen by Lake County Special Districts. 

By Feb. 11, the board had approved $1.75 million to cover disaster response costs including water tank and UV filtration system installation, potable water delivery and well water sample testing. 

The incident command team, coled by Lake County Sheriff’s Office of Emergency Services and city of Clearlake, said installing the UV filtration and sanitization systems for impacted homes was the “long-term solution” for over a hundred impacted households. 

At the Feb. 10 board meeting where $1 million was approved in addition to the previously allocated $750,000, Sheriff Luke Bingham said he was “75%” certain that it would be enough based on their numbers. “But not 100% certain.”

While asking for additional funds, the staff report did not include any information about existing expenditures.

In addition, in closed session, the board will conduct a performance evaluation of Special Districts Administrator Robin Borre. The department has faced ongoing criticism at public meetings – particularly following the spill – over its financial and operational management, as well as an increasingly strained relationship with the city of Clearlake over management of the Southeast Region wastewater system, which includes the spill area.

At 1:30 p.m., the board will decide if the county wants to take back ownership of about 733 acres of federally owned land surrounding the Coast Guard LORAN-C station near Middletown.

According to the staff memo, the United States General Services Administration plans to declare the property surplus and has asked the county to confirm its intention by May 15. 

The memo said Middletown Rancheria has expressed interest in acquiring the land, with support from Rep. Mike Thompson. Supervisor Helen Owen, whose district encompasses the area, requested to conduct more research on the matter at the April 15 meeting. 

In closed session, the board will also evaluate Lars Ewing who is the interim director of the consolidated Public Works department.
