How to resolve AdBlock issue? Police arrest Lower Lake man who held woman at gunpoint
LAKEPORT, Calif. – A Lower Lake man is in custody after police say he held a woman at gunpoint early Thursday and threatened to kill her and himself.
Police arrested 37-year-old Charles Light Perkins early Thursday, according to a report from Lakeport Police Sgt. Gary Basor.
At 1 a.m. Thursday Lakeport Police officers were dispatched to 1247 Hartley Road and 13th Street in response to a 911 call from a female reporting a domestic disturbance, Basor said.
Upon their arrival Basor said the officers met with the female who told them that Perkins, who had been drinking, became violent, punching holes in walls.
Perkins grabbed a handgun from the woman's dresser and threatened to kill her and then himself, according to Basor.
Basor said the woman was able to get away and go to a neighbor’s residence to call 911. Perkins took the females’ cell phone and handgun, and then left in the female’s vehicle.
Lakeport Police officers – with the assistance of the cell phone company – were able to track the cell phone to an address in Baylis Cove in Lower Lake, Basor said.
Basor said deputies from the Lake County Sheriff’s Office responded to the address, located Perkins and took him into custody.
Lakeport Police officers also responded to the location and took custody of Perkins, arresting him on five felony charges: robbery, assault with a firearm, criminal threats, grand theft and vehicle theft.
Perkins was booked into the Lake County Jail with a bail of $150,000, Basor said.
Basor said the woman's vehicle was located a short distance away from where Perkins resided. Lakeport Officers impounded the vehicle for evidence and later collected evidence from it.
A search warrant also was obtained to search Perkins’ residence in Baylis Cove for evidence, Basor said.
Basor said Perkins is reported to be a military veteran possibly suffering from post traumatic stress disorder.
Perkins remained in custody on Saturday, according to booking records.

Clearlake Police report on telephone scam targeting local residents
CLEARLAKE, Calif. – The Clearlake Police Department is advising the community to be on the lookout for a new telephone scam hitting our area.
Police said this particular telephone scheme works as follows.
A male suspect with a foreign (possibly East Indian or Middle Eastern) accent called a Clearlake woman’s cellular phone. The caller’s identification number – or caller ID – came back to 646-740-0330.
He claimed his name was Kevin Peterson with badge number No. 10026, and that he was head of the U.S. Treasury Department.
He told the intended victim that she owed a specific amount of money to the U.S. Treasury Department. He also claimed that a warrant of arrest had already been issued for her.
The caller instructed the woman to send a “Money Gram” for the amount owed while he remained on the phone with her.
He was specific in his instructions to not hang up with him during the process or the local police would immediately arrest her.
In this particular incident, the woman became suspicious and contacted the Clearlake Police Department prior to sending any money and learned that this was a telephone scam.
Residents should be wary of telephone calls such as this where money is requested. Telephone scams come in many forms and often involve a caller whom the intended victim does not know, and sometimes even portraying a long lost family member.
The caller normally demands money under threat, or personal information in order to commit identity theft.

Police seek information on missing Lakeport teen
LAKEPORT, Calif. – The Lakeport Police Department is seeking the community's help in locating a teenage girl who was last seen on Thursday.
Halle Miller, 15, has been missing since 5:30 p.m. Thursday, according to the Lakeport Police Department.
Police said she was last seen at her residence on Forrest Drive.
She is at risk for being victimized or exploited, and has prior history of running away, police said.
Halle is 5 feet 6 inches tall, weighs 147 pounds, and has brown eyes and shoulder length brown hair, according to police.
Authorities said she was last seen wearing blue jeans, a gray hooded knee length jacket and gray paratrooper type boots, and was carrying a multi-colored paisley backpack.
She may have a cell phone with her that does not have service but may be able to access the Internet with WiFi or call 911, police said.

Police investigate Sunday shooting in Clearlake; witnesses sought
CLEARLAKE, Calif. – The Clearlake Police Department is investigating a shooting on Sunday evening that resulted in one man being injured.
Sgt. Martin Snyder said officers responded to the 4100 block of Arnold Avenue just after 5 p.m. Sunday on the report of a possible gunshot wound victim.
Officers arrived on scene and located a white male adult with an apparent gunshot wound to the lower torso, Snyder said. The shooting victim was a passenger in a vehicle when he was struck by a bullet.
Medical personnel from the Lake County Fire Department were dispatched to the scene and arrived a short time later. Snyder said the victim was then transported out of county, via air ambulance, for treatment.
As of early Monday evening, Snyder said the victim was reported to be in stable condition.
The victim's name is being withheld at this time for safety reasons and will be released at a later date, Snyder said.
Snyder said the investigation revealed that the shooting occurred at another location, possibly near the intersection on Old Highway 53 and Davis Avenue.
Officers responded to the location at Old Highway 53 and Davis Avenue and located numerous expended shell casings from an unidentified firearm or firearms, according to Snyder.
Snyder said officers closed Old Highway 53 between the intersections of Davis Avenue and Hillcrest Avenue. Clearlake Police detectives responded to the scene for processing and took over the investigation. e
He said the roadway was closed for several hours and later opened back up to traffic at about 9:30 p.m.
On Monday Snyder said there was minimal suspect information regarding the possible shooter.
Witnesses described two male adults as possibly involved in the incident. The males were possibly Hispanic, with one of them wearing a white shirt, Snyder said.

Clearlake Police Officers Association members give Santa a hand Christmas morning
CLEARLAKE, Calif. – On Christmas morning, members of the Clearlake Police Officers Association assisted Santa Claus in delivering toys to several families in the city of Clearlake.
This has been a tradition for the Clearlake Police Officers Association for many years.
Throughout the year, members of the Police Officers Association meet a lot of families and children who are going through difficult times.
Through theses contacts, families are chosen and contacted to see if they would like a personal visit from Santa Claus on Christmas morning.
Police officers collect handwritten letters from the children and deliver them to Santa Claus. On Christmas morning, Santa Claus is given a personal escort by Clearlake Police Officers to deliver toys to the children, which this year resulted in 27 children receiving a personal visit from Santa Claus.
This program means a lot to the Clearlake Police Officers Association and has been successful because of community support.
The association sends a special “thank you” to community members for their donations and support for the Clearlake Police Officers Association Christmas Program.
