Clearlake Police officers arrest man for alleged carjacking, shooting at driver

CLEARLAKE, Calif. – A Clearlake man was arrested Monday night after police allege that he shot at a motorist after attempting to make her stop her vehicle.


Jeffery Smith III, 19, was taken into custody late Monday and booked into the Lake County Jail on felony counts of attempted carjacking, being armed with a firearm in the commission of a felony, shooting at an inhabited vehicle, exhibiting or drawing a firearm at a vehicle and assault with a firearm, according to jail records.


His booking sheet indicated his bail was set at $25,000.


Clearlake Police Sgt. Rodd Joseph issued a report on the incident that explained that at about 10:45 p.m. Monday, April 4, the Clearlake Police Department received a call from a woman claiming to have been shot at while driving in Clearlake.


Joseph said he and Officers Tyler Paulsen and Travis Lenz responded to the call, and Paulsen contacted the woman in the 15300 block of Lakeshore Drive.


The woman told the officers that she was driving her vehicle northbound in about the 5200 block of Old Highway 53 when she observed several people in the roadway and slowed her vehicle, Joseph said.


As the woman approached the group a black male adult, about 5 feet 8 inches tall with a thin build and wearing a red jersey, is alleged to have pointed a black handgun at her and told her to stop her car while calling her a derogatory name. Joseph said the woman did not stop and instead sped away.


The suspect then allegedly fired two shots at her from his handgun. Joseph said the rounds did not strike the woman or her vehicle. She subsequently fled the area and called police.


Joseph said he and Lenz immediately began checking the area, and as Lenz was passing Flyers Gas Station at Old Highway 53 and Lakeshore Drive he observed a group of three subjects near a car parked in the parking lot.


The group of three subjects appeared to be in an argument. Joseph said one of the subjects was a black male adult matching the general description of the shooting suspect and who was also wearing a red jersey.


Based on the fact that a gun was used in the commission of a felony and believing this to possibly be the suspect, Lenz held the group at gunpoint. Joseph said he and Lenz, with the assistance of a Lake County Sheriff's deputy, detained the three subjects and placed them into handcuffs.


The officers subsequently found two handguns inside the vehicle along with several spent casings. Joseph said one of the firearms located was a handgun stolen from the Lake County Sheriff’s jurisdiction.


An “in field showup” was conducted with the victim of the shooting. Joseph said she was able to identify Smith as the shooter.


He was booked into the jail, where records indicated he remained late Tuesday.


Det. Sgt. Tom Clements and Det. Ryan Peterson were called to the scene to assist with the investigation, Joseph said.


The investigation yielded two arrests in addition to Smith's. Joseph said 18-year-old Kelseyville resident Christopher Alan Taylor was charged with public drunkenness and booked into the Lake County Jail, with bail set at $500. He was not identified has having participated in the alleged assault, and jail records indicated he later posted bail and was released.


Also arrested was a 16-year-old Middletown girl who Joseph said was charged with driving under the influence of alcohol, possession of a stolen firearm, possession of an open container of alcohol and possession of a concealed firearm inside a vehicle.


The girl was booked into the Lake County Juvenile Detention Facility, and the vehicle was released to her parents, Joseph said.
