NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Board of Supervisors, County of Lake, State of California, has set TUESDAY, JUNE 25, 2013, at 9:15 A.M., Board Chambers, Courthouse, Lakeport, as time and place to consider the proposed Lakeport Area Plan Update (GPAP 13-01), proposing revisions to the zoning and general plan maps within the Lakeport Planning Area (RZ 13-01) and a proposed Addendum to the Environmental Impact Report (EIR) previously prepared for the Area Plan.
The plan proposes to amend the general plan and rezone portions of the approximately 72 square miles of unincorporated territory of Lake County including the North Lakeport community area, unincorporated areas south and west of Lakeport, the Scotts Valley agricultural area and a portion of the Cow Mountain Recreational Area.
It includes all or portions of Assessor’s Parcel Books 003, 004, 005, 007, 008, 015, 028, 029 & 082.
The Area Plan Update proposes zoning and land use map revisions only, with no changes in policies. These revisions are necessary to better implement the area plan goals and policies, and in order to implement policies of the 2008 Lake County General Plan.
The Plan, revised maps and Addendum to the EIR are available for review by the public in the Lake County Community Development Department, 255 North Forbes Street, 3rd Floor of the County Courthouse, Lakeport, California, and online at http://www.co.lake.ca.us/ .

NOTICE OF PROPOSED MITIGATED NEGATIVE DECLARATION & GRADING PERMIT
NOTICE IS HEREBY GIVEN that the Lake County Community Development Director will consider approving a GRADING PERMIT (GR 13-009) for the installation of a new 7.01-acre vineyard, and will consider adoption of a mitigated negative declaration for this project based on Initial Study IS 13–03.
The project applicants are William and Carol Lincoln. The project site is located at 16903 Ranch Road, Middletown, CA, APN 013-063-07.
The proposed grading permit, mitigated negative declaration and all documents referenced in the proposed mitigated negative declaration are available for review at the Community Development Department, Lake County Courthouse, 255 North Forbes Street, Lakeport, CA.
The review period during which the Community Development Department will receive comments on the proposed mitigated negative declaration will start on May 23, 2013 and end on June 14, 2013.

The Community Development Director will approve this project with no public hearing if no written request for a public hearing is submitted to the Community Development Department by 5:00 P.M., June 14, 2013.

ORDINANCE NO. 2986
AN ORDINANCE AMENDING ARTICLE I OF CHAPTER 6 OF THE LAKE COUNTY CODE RELATING TO EMERGENCY ORGANIZATION AND FUNCTIONS
THE BOARD OF SUPERVISORS OF THE COUNTY OF LAKE ORDAINS AS FOLLOWS:
Section 1: Section 6-3 of Chapter 6 of the Lake County Code is hereby amended to read as follows:
Section 6-3 Emergency Organization
3.1 There is hereby established an Office of Emergency Services which is responsible for administering the emergency program and plan for the County of Lake. Said office shall be a division of the County Administrative Office.
3.2 All officers and employees of this County and its contracting cities, together with those volunteer forces enrolled to aid them during an emergency, and all groups, organizations, and persons who may by agreement or operation of law, including persons pressed into service under the provisions of Section 6.2(c) of this article, who shall be charged with duties incident to the protection of life and property in this County during such emergency, shall constitute the emergency organization of the County of Lake.
Section 2: Section 6-4 of Chapter 6 of the Lake County Code is hereby amended to read as follows:
Section 6-4 Director and Deputy Director of Emergency Services, Emergency Services Coordinator, and Emergency Services Assistant
4.1 There is hereby created the Office of Director of Emergency Services. The County Administrative Officer of the County of Lake shall be the Director of Emergency Services.
4.2 There is hereby created the Office of Deputy Director of Emergency Services. The County Administrative Officer’s designee shall be the Deputy Director of Emergency Services.
4.3 There is hereby created the Office of Emergency Services Coordinator. The Emergency Services Coordinator shall be appointed by the County Administrative Officer.
4.4 There is hereby created the Office of Emergency Services Assistant. The County Administrative Officer shall designate an employee to be the Emergency Services Assistant.
Section 3: The title of Section 6-5 of Chapter 6 of the Lake County Code is hereby amended to read as follows:
Section 6-5 Powers and Duties of the Director and Deputy Directors of Emergency Services, and subordinate positions.
Section 4: Section 6-6 of Chapter 6 of the Lake County Code is hereby amended to read follows:
Section 6-6 Disaster Council Membership
6.1 The Lake County Disaster Council is hereby created and shall consist of the following:
(a) The Chairman of the Board of Supervisors, or other member of the Board of Supervisors as designated by the Board of Supervisors, who shall be the Chair.
(b) The Vice Chair of the Board of Supervisors or other member of the Board of Supervisors as designated by the Board of Supervisors, who shall be Vice Chair.
(c) The County Administrative Officer, who is the Emergency Services Director.
(d) The Deputy Director of Emergency Services.
(e) The Emergency Services Coordinator.
(f) The Emergency Services Assistant.
(g) The Emergency Services Directors of each of the cities.
(h) The Health Services Director.
(i) Such Chiefs of Emergency Services, including one or more representatives from fire service, as are provided for in a current emergency plan of this County, adopted pursuant to this article.
(j) Such representatives of organizations having an official emergency responsibility, as may be appointed by the Director of Emergency Services.
Section 5: All ordinances or resolutions in conflict herewith are hereby repealed to the extent of such conflict and no further
Section 6: This ordinance shall take effect on the 13th day of June, 2013 and before the expiration of fifteen (15) days after its passage, it shall be published at least once in a newspaper of general circulation printed and published in the County of Lake.
The foregoing Ordinance was introduced before the Board of Supervisors on the 7th day of May, 2013 and passed by the following vote on the 14th day of May, 2013.
