Supervisors to continue Kelseyville cell tower discussion, consider hiring outside attorney for sheriff
LAKEPORT, Calif. – The Board of Supervisors this week will consider making a decision about a Kelseyville cell tower project and discuss whether to hire outside legal counsel for the sheriff due to a lawsuit.
The board will meet beginning at 9 a.m. Tuesday, Jan. 24, in the board chambers on the first floor of the Lake County Courthouse, 255 N. Forbes St., Lakeport.

At 10 a.m., the board will continue its consideration of the appeal by Epic Wireless Group, on behalf of Verizon Wireless, of an appeal of the Lake County Planning Commission's denial of a use permit for a 75-foot monopole cellular antennae at 5660 Staheli Drive in Kelseyville.
Verizon and the Kelseyville Unified School District were in discussions about an alternative location for the tower across from Kelseyville High School, but earlier this month the negotiations broke off after the district asked for several terms to be included in a proposed contract, including a larger monthly payment and a shorter termination clause.
In an untimed item, the board will consider a request from Sheriff Brian Martin to hire outside counsel to represent him in a lawsuit with the Lake County Correctional Officers Association due to a potential conflict of legal representation.

7.1: Adopt proclamation commending Toastmasters International, Tenacious Talkers Club 8731 for 20 years of service to Lake County residents.
7.2: Adopt resolution amending Resolution No. 2016-178 pertaining to tax revenue exchange for annexation to County Service Area No.2 – Spring Valley Water System (Annexation – LAFCO Project # 2016-01) to correct a typographical error.

7.5: (a) Waive the formal bidding process, Per Ordinance #2406, Purchasing Code 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) approve the second amendment to the agreement between the county of Lake and Victor Treatment Centers Inc. for specialty mental health services for fiscal year 2016-17 in the amount of $155,000 and authorize the board chair to sign the amendment.
7.6: Approve advanced step hire for Mr. Teale Love as an extra help Hazardous Materials Specialist II due to his extraordinary qualifications.
7.7: Approve long distance travel April 24, 2017, through April 28, 2017 to Atlanta, Georgia for Kimberly Baldwin, program coordinator, emergency preparedness, Public Health Division. Travel and all associated costs, including airfare, meals, airline baggage fees, ground transportation, hotel and airport parking are fully funded through the emergency preparedness grant.
7.8: Approve long distance travel Feb. 5, 2017, through Feb. 7, 2017, to the Centers for Disease Control (CDC) in Atlanta, Georgia for Jessica Hamner, program coordinator, Public Health Division, to participate in the 2017 CDC E-Learning Institute. Travel and all associated costs, including airfare, meals, airline baggage fees, ground transportation, hotel and airport parking are covered by the Public Health Foundation.
7.9: Rescind the "Interim Inter-Facility Transfer Operating Procedures for Lake County Ground Ambulance Providers." Due to changes which occurred in 2016, the interim procedure presently serves no useful purpose and will be of no assistance in the future.
7.10: Adopt resolution amending Resolution No 2016-145 establishing position allocations for fiscal year 2016-2017 for Budget Unit 2201, Sheriff-Coroner to correct a typographical error and establish the OES Assistant position in county service at grade A18.
7.11: Approve the renewal and extension of current lease agreement between the county of Lake and Suburban Propane for the property located at 7200 South Center Drive, Clearlake, in the amount of $1,000 per month for the use as a temporary parks maintenance operations facility; and authorize the Public Services director to sign.

Lakeport Police Department seeks subjects involved in late night assault
LAKEPORT, Calif. – The Lakeport Police Department is asking for the community's help in identifying a group of male subjects involved in assaulting two people outside of a bar in downtown Lakeport late Saturday night.
At approximately 11:12 p.m. Saturday police officers were dispatched to an assault and battery in front of Logan's Bar in the 200 block of N. Main Street, according to a report Chief Brad Rasmussen.
Rasmussen said Central Dispatch reported the victim was bleeding profusely.
Upon arrival, he said officers located an unconscious male lying on the sidewalk near the bar entrance, lapsing in and out of consciousness, with signs of severe head trauma. A second victim had cuts to his face and an arm injury.
Officers gathered from witnesses on scene that following an altercation inside the bar, a group of between 10 and 12 males exited the bar, following the victims, and attacked and severely beat them, Rasmussen said.
He said all of the subjects are believed to have left prior to police arrival, and he asked for assistance from the public in identifying the persons involved.
The unconscious victim was transported to Sutter Lakeside Hospital for treatment, Rasmussen said.
The investigation remains ongoing, and Rasmussen said officers want to talk with anyone involved or who may have witnessed any part of the incident.

Lakeport Police Department move under way
LAKEPORT, Calif. – The Lakeport Police Department is in the process of moving to its new headquarters.
For the last 20 years, the department has been based at 916 N. Forbes. It is now transitioning to its new headquarters, located at 2025 S. Main St., next to Kmart.
The Lakeport Police Department will be closed on Monday, Jan. 23. Officials estimate the department will reopen at the new facility on Tuesday, Jan. 24.
The agency said this lobby closure should in no way affect the phone lines or police response.

LCSO: Urgent advisory for Scotts Valley residents
LAKE COUNTY, Calif -- The Lake County Sheriff's Office issued an urgent advisory for the residents of Scotts Valley Wednesday afternoon.
Due to recent rainfall, and ground saturation, Scotts Creek is expected to peak nearly 2 feet higher than was seen last week.
It is anticipated to reach that level between midnight tonight (Wednesday)and 1:00 am Thursday Morning.
If your home or property is at risk, the Sheriff’s Office encourages you to take action now.
Secure your belongings and leave early, as your egress routes may be blocked before the creek crests.

Sheriff declares local emergency due to week's heavy storms

LAKE COUNTY, Calif. – On Friday, Sheriff Brian Martin, acting as Lake County’s director of emergency services, issued a declaration of a local emergency in response to widespread damage caused by the storms and subsequent flooding this week.
The sheriff's office said there have been reports of homes being flooded as well as falling trees which have damaged homes, vehicles and utility lines.
Two roads in Lake County, Elk Mountain Road and Socrates Mine Road, have been washed out, rendering them impassable, the sheriff's office said.
The purpose of declaring a local emergency is to provide the authorization for officials to promulgate orders and regulations necessary to protect life and property. This is important when ordering special services and supplies relevant to disaster relief efforts.
A local declaration of emergency also describes the circumstances that exist to support the issuance of a State or Presidential declaration of emergency.
As of now, complete damage assessments are in progress, the sheriff's office said.
Response costs and damage estimates to governmental infrastructure is estimated to be in excess of $600,000. The sheriff's office said damages to private property may very well exceed this amount.
So far, officials in the cities of Clearlake and Lakeport have reported no serious damage.
The Sheriff’s Declaration of Emergency has been forwarded to the State of California Governor’s Office of Emergency Services for consideration by the Director of Emergency Services.
The Lake County Board of Supervisors has scheduled a special meeting to be held beginning at 5 p.m. Tuesday, Jan. 17, in the board chambers at the Lake County Courthouse, 255 N. Forbes St. in Lakeport, for the purposes of a workshop on a draft cannabis ordinance.
At that meeting, the Board of Supervisors also will consider ratifying Sheriff Martin's storm emergency declaration.
The county of Lake reported that its employees are working diligently to respond to this most recent emergency, and the public is urged to be prepared for additional rain events which are forecast to hit Lake County next week.
