LAND USE APPLICATION PUBLIC HEARING
AND
INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION

PROJECT LOCATION: 975 Bevins Street, Lakeport, CA 95453 APN: 25-441-16
PROJECT DESCRIPTION: Architectural and Design Review to allow the construction of an additional commercial building totaling approximately 4,400 SF, to the previously-approved project of three commercial buildings, and an Environmental Review of the project.
The project is not listed on the Hazardous Waste and Substances Sites List as set forth in Government Code Section 65962.5.
FINDINGS / DETERMINATION: The City has reviewed and considered the proposed project and has determined that the project will not have a significant effect on the environment, with substantial supporting evidence provided in the Initial Study. The City hereby prepares and proposes to adopt a Mitigated Negative Declaration for this project.
PUBLIC REVIEW PERIOD: A 20-day public review period for the Mitigated Negative Declaration will commence on April 13, 2007, and end on May 3, 2007, for interested and concerned individuals and public agencies to submit written comments on the document. Any written comments on the Mitigated Negative Declaration must be received within the public review period. Copies of the Mitigated Negative Declaration are available for review at City Hall, 225 Park Street, Lakeport.
PUBLIC HEARING / MEETING: The Planning Commission of the City of Lakeport will hold a public hearing to consider these applications, the Initial Study, and the adoption of a Mitigated Negative Declaration of environmental impact on Wednesday, May 9, 2007, at 6:00 p.m., in the Council Chambers of City Hall, located at 225 Park Street, at which time and place all interested persons may appear and be heard. If you have questions or comments, please call the Lakeport Community Development Department at 707-263-5613 ext. 28. A copy of the Initial Study is available for review at Lakeport City Hall.

PROJECT DESCRIPTION: Applications for a General Plan Amendment from Light Retail to Medium Density Residential; a Zone Change from C-1 Light Retail to R-2 Medium Density Residential; a Voluntary Merger of eight 25’ wide lots to create four 50’ wide lots; Minor Architectural and Design Review to allow the construction of four duplexes; a Minor Exception to allow reduced side yard setbacks; and an Environmental Review of the project.

NOTICE IS HEREBY GIVEN that the Planning Commission of the County of Lake, State of California, will hold a public hearing on application UP 07-03 proposing a use permit to allow the upgrade and improvement of an existing water treatment plant, including the replacement of an existing building and a lakebed permit to allow replacement of an intake pier and pipe system.
The project applicant is California Water Service Company.
The Planning Commission will consider a Mitigated Negative Declaration for this project based on Initial Study conducted by the California Department of Health Services (SCH# 2003122123.)
The project is located at 6125 East Highway 20, Lucerne and further described as APN 034-111-15.
The proposed mitigated negative declaration will be available for review at the California Department of Health Services, Division of Drinking Water and Environmental Management 1616 Capitol Avenue, MS 7416, P.O Box 942896, Sacramento, CA 95899-7413, and at the Community Development Department in the Lake County Courthouse, 255 North Forbes Street, Lakeport, California twenty (20) days before the hearing, and the staff report will be available 10 days before the hearing.
