The City intends to award a contract for work which includes pest control services for the Highlands Senior Center at 3245 Bowers Avenue, The Visitor Center located at 14295 Lakeshore Drive, Clearlake City Hall and Police Department located at 14050 Olympic Drive.
The work consists of furnishing all labor, materials, equipment, supervision and incidentals and performing all work required to complete the contract. Service provider must be licensed to apply pesticides and have a valid business license. Services may include treatment for mice, spiders, rodents, roaches, ants etc.

Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain
To: All interested Agencies, Groups and Individuals
This is to give notice that the City of Clearlake has determined that the following proposed action under the Community Development Block Grant (CDBG) program is located in a 100-year floodplain and the City of Clearlake will be identifying and evaluating practicable alternatives to locating the action in the floodplain and the potential impacts on theloodplain from the proposed action, as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Floodplains.
The Senior Community Center is located at 3245 Bowers Avenue, CA, parcel located in the 100-year floodplain. The parcel is located in Flood Zone AO on FEMA Flood Zone. The Program will seek to rehabilitate of parking lot resurfacing and landscaping improvement. The parking lot will be resurfaced with a slurry seal as well as restriping of parking spaces and disabled parking stalls/signage. The slurry seal is much more durable than a seal coat and is expected to last for 10 years. The landscaping improvement component will consist of irrigating and landscaping the area on the north side of the building that currently is unimproved. This component will also include additional outdoor seating and may include additional outdoor activity areas such as for bocce ball.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
Written comments regarding this issue should be received within 15 days of publication of this notice in order to be considered by the City in its decision process.
