Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain
To: All interested Agencies, Groups and Individuals
This is to give notice that the City of Clearlake has determined that the following proposed action under the Community Development Block Grant (CDBG) program is located in a 100-year floodplain and the City of Clearlake will be identifying and evaluating practicable alternatives to locating the action in the floodplain and the potential impacts on the [floodplain/floodplain] from the proposed action, as required by Executive Order 11988], in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Floodplains.
Redbud Park is located at 14655 Ballpark Avenue, Clearlake, CA, parcel located in the 100-year floodplain. The parcel is located in Flood Zone AE on FEMA Flood Zone. The approximately 6.7 acre property is proposed to be upgraded with not additional buildings or construction work.. The Program will seek to rehabilitate of parking lot resurfacing and landscaping improvement. The parking lot will be resurfaced with a slurry seal as well as restriping of parking spaces and disabled parking stalls/signage. The slurry seal is much more durable than a seal coat and is expected to last for 10 years. The landscaping improvement component will consist of irrigating and landscaping the area on the north side of the building that currently is unimproved. This component will also include additional outdoor seating and may include additional outdoor activity areas such as for bocce ball.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place n floodplains, it must inform those who may be put at greater or continued risk.
Written comments regarding this issue should be received within 15 days of publication of this notice in order to be considered by the City in its decision process. NOTICE IS HEREBY GIVEN that the Planning Commission will review and consider a proposed Major Use & Site Development Permit application for the development of a U-Haul Self-Storage and Rental Facility at 675 N. Orchard Ave.; APNs 002-030-09 & 10.
The zoning district is Community Commercial (C-1), and the General Plan designation is Commercial (C).
PROJECT IMPACTS: The proposed project is categorically exempt from the provisions of CEQA pursuant to CEQA Guidelines Article 19 Section 15332, Class 32, In-fill Development Projects.
PUBLIC HEARING DATE/TIME: October 13, 2021 at 6:00 p.m. or soon thereafter.
LOCATION: This meeting will take place via teleconference. The call-in number and access code will be included on the agenda posted to the City website, http://www.cityofukiah.com/meetings/ and at the Civic Center Agenda Board no less than 72 hours prior to the meeting.
WHAT WILL HAPPEN: The Planning Commission will hold a public hearing to consider all public testimony and approve, conditionally approve or deny the Major Use & Site Development Permit. All interested parties may comment on the project. NOTICE INVITING BIDS
The City of Clearlake (“City”) will receive sealed bids for the City of Clearlake City Hall Breakroom Remodel. at the office of the Deputy City Clerk, 14050 Olympic Drive, Clearlake, California 95422, no later than October 11, 2021 @ 3:00pm, at which time or thereafter said bids will be opened and read aloud in the chambers of the City Council of the City of Clearlake, 14050 Olympic Drive, Clearlake, California. Bids received after this time will be returned unopened. Bids shall be valid for 90 calendar days after the bid opening date. Bids must be submitted on the City’s Forms.
A mandatory Pre-Bid meeting/walk through is scheduled for Wednesday October 6, 2021 at 1:00pm
Pursuant to Public Contract Code section 20483, each bid shall be accompanied by the security referred to in the Contract. Bids must be accompanied by cash, a certified or cashier’s check, or a Bid Bond in favor of the City in an amount not less than ten percent (10%) of the submitted Total Bid Price. The successful bidder will be required to furnish the City with a Performance Bond equal to 100% of the successful bid, and a Payment Bond equal to 100% of the successful bid, prior to execution of the Contract. All bonds are to be secured from a surety that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure Section 995.120, and is admitted by the State of California.
Pursuant to Public Contract Code Section 22300, the successful bidder may substitute certain securities for funds withheld by City to ensure his performance under the Contract.
The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the Contract which will be awarded to the successful bidder, copies of which are on file and will be made available to any interested party upon request at the City Clerk’s Office or online at http://www.dir.ca.gov/dlsr. The successful bidder and all subcontractor(s) under him, shall comply with all applicable Labor Code provisions, which include, but are not limited to the payment of not less than the required prevailing rates to all workers employed by them in the execution of the Contract, the employment of apprentices, the hours of labor and the debarment of contractors and subcontractors.
In accordance with California Public Contract Code Section 3400, bidders may propose equals of products listed in the technical specifications or project plans by manufacturer name, brand or model number, unless the City has made findings as specified herein. Complete information for products proposed as equals must be submitted to the City Clerk’s Office for review at least seven (7) working days before the time specified for bid opening in accordance with the bidders instructions contained in the bid package.
Award of Contract: The City shall award the Contract for the Project to the lowest responsible bidder as determined from the base bid alone by the City. The City reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding process.
