REQUEST FOR PROPOSALS FOR
DONATION OF KELSEY CREEK SCHOOL HOUSE
On April 16, 2019 the Board of Trustees of the Kelseyville Unified School District (“District”), by unanimous approval in accordance with Education Code 17546, voted to accept proposals to receive the donation of the building known as the Kelsey Creek School House, declaring that the personal property is of insufficient value to defray the cost of arranging a sale and authorizing its donation to “any organization classified as a California nonprofit benefit corporation or which has received federal tax exemption under Internal Revenue Code section 501(c)(3).”
Proposals must be received on or before 4 p.m. July 31, 2019.

PROPOSALS
It is the intent of the Kelseyville Unified School District to support proposals that will preserve the Historic Kelsey Creek School House (Exhibit A-pages 1 & 2). The District will consider proposals that either offer to keep and maintain the Kelsey Creek School House on the District’s real property or offer to remove the schoolhouse from the real property. Proposals shall include the following:
- Verification of the nonprofit status as a qualifying 501(c)3.
- The proposed final use of the Kelsey Creek School House.
- A proposed schedule to receive ownership of the Kelsey Creek School House.
- As applicable, identification of the proposed final destination of the Kelsey Creek School House within the boundary of the Kelseyville Unified School District.
- As applicable, a detail of the proposed methodology for and qualifications to relocate by a licensed removal company.
- A proposed budget for relocation or maintenance of the Kelsey Creek School House.
- As applicable, a detail of the ongoing maintenance of the Kelsey Creek School House if it remains on the District’s real property.
- Proof of general liability insurance in the amount of $1 million per occurrence; $2 million aggregate and Workers Compensation insurance in the amount of $1 million. All insurance shall meet the requirements set forth in the attached Bill of Sale Agreement.
QUALIFICATIONS
Proposals must provide a complete statement of qualifications to perform and achieve the proposals outcome.
COMPENSATION
Compensation shall be as outlined in the selected proposal and agreed to by both parties.
SELECTION
The District will review and evaluate proposals submitted in response to this RFP. The Superintendent will make a recommendation to the District’s Board of Trustees to approve transfer of the Kelsey Creek School House.
SELECTION CRITERIA
1. Qualifying Nonprofit status: Mandatory
2. Proposed Location (within the boundary of the KVUSD): 20%
3. Proposed Use: 30%
4. Relocation qualifications & methodology: 50%
The selected proposer will be required to enter into the attached Bill of Sale Agreement with the District. If the proposer will be keeping the Kelsey Creek School House on the District’s real property, the proposer will also be required to enter into the attached Property Use Agreement with the District.
The school house is located at 3510 Finley Road East.
