Carnegie Library feasibility study – request for proposals

REQUEST FOR PROPOSALS 

A FEASIBILITY STUDY FOR DETERMINATION OF THE HIGHEST AND BEST USES

OF THE HISTORIC LAKEPORT CARNEGIE LIBRARY

The city of Lakeport, California is requesting proposals from qualified consultants, building and site design professionals, architects, engineers, economic development/marketing consultants, and/or similar professionals for the preparation of a feasibility study of the historic Lakeport Carnegie Library.

The city of Lakeport is the owner and responsible party of the Lakeport Carnegie Library, which is situated in a prominent setting at the foot of Second Street in Lakeport’s Library Park.

The stately building proudly faces west, towards the town as if to welcome locals and visitors alike.

The old library, with its back against Clear Lake to the east, is centered in the middle of Library Park, which is named after it.

The Carnegie Library is a significant local and regional landmark which is on the National Park Service – National Register of Historic Places (April 10, 2008).

PROPOSED FEASIBILTY STUDY

The city of Lakeport wishes to find a new and best use for the Carnegie Library and to open it to the public.

In 2013 the Lakeport Main Street Association, on behalf of the city of Lakeport, prepared and submitted an application for a $5,000 Hart Family Fund for Small Towns grant through the National Trust for Historic Preservation.

The city was recently notified of the award of the grant and now with the addition of $5,000 in matching city funds is seeking a qualified professional firm to conduct a feasibility study to determine the current highest and best use of the building.

PROPOSAL SUBMISSION

The complete request for proposal packet is available on the city of Lakeport Web site, www.cityoflakeport.com , via the “Hot Topics” button on the Home Page.

The deadline for both procedural/technical inquiries and RFP submissions is Monday, Jan. 6, 2014.

Please be aware that the city of Lakeport administrative offices will be closed Friday, Dec. 20, through Sunday, Dec. 29, as well as Tuesday, Dec. 31, and Wednesday, Jan. 1, due to the holidays and furloughs.

NOTICE IS HEREBY GIVEN that the Board of Supervisors, County of Lake, State of California, adopted Ordinance No. 2995, AN ORDINANCE AMENDING SECTION 21-3.7 OF CHAPTER 21 OF THE ORDINANCE CODE OF THE COUNTY OF LAKE BY ADOPTING A SECTIONAL DISTRICT ZONING MAP NO 3.7(b)1.391 REZONING LANDS OF BROOKWOOD, LLC.

This ordinance grants the following: Rezone (RZ 05-19) from “RR-SC” Rural Residential-Scenic and “RL-WW” Rural Lands-Waterway to “PDR-SC-WW” Planned Development Residential-Scenic-Waterway, for the establishment of a master-planned community with a maximum of 77 residential units clustered within the valley portion of the property, with additional amenities to include an agriculturally oriented commercial parcel for winery and/or equestrian uses, a vineyard, an equestrian center with pasture, park and network of private and public non-motorized trails; Project Applicant is Brookwood, LLC; located at 8150 & 8300 E. State Highway 20; 7250 & 7270 Cindy Lane; and 836 Pearl Court, Lucerne, CA (APNs 006-005-24, 49, 50 & 51; and 006-006-05). SUMMARY OF ADOPTED ORDINANCE


The Board of Supervisors has adopted Ordinance No. 2996, amending Chapter 5 of the Lake County Code and adopting by reference the 2013 California Building Standards Code, known as the California Code of Regulations, Title 24, Parts 1 through 6, 8 through 12, incorporating the 2013 Edition of the California Building Code; the 2013 Edition of the California Residential Code; the 2013 Edition of the California Electrical Code; the 2013 Edition of the California Plumbing Code; the 2013 Edition of the California Mechanical Code; the 2013 Edition of the California Green Building Code; the 2013 Edition of the California Energy Code; the 2013 Edition of the California Fire Code; the 2013 Edition of the California Administrative Code, the 2013 Edition of the California Historical Building Code, the 2012 Edition of the California Existing Building Code, the 2012 Edition of the International Property Maintenance Code and the 2012 Edition of the International Wildland-Urban Interface Code.

Proposed amendments are necessary to reflect changes in new building regulations that are required by the State of California to be adopted. The most significant of the revisions incorporate sections as follows:
Title 24, part 1 - 2013 edition of the California Administrative Code
Title 24, part 2 - 2013 edition of the California Building Code
Title 24, part 2.5 - 2013 edition of the California Residential Code
Title 24, part 3 - 2013 edition of the California Electrical Code
Title 24, part 4 - 2013 edition of the California Mechanical Code
Title 24, part 5 - 2013 edition of the California Plumbing Code
Title 24, part 6 - 2013 edition of the California Energy Code
Title 24, part 8 - 2013 edition of the California Historical Building Code
Title 24, part 9 - 2013 edition of the California Fire Code
Title 24, part 10 - 2013 edition of the California Existing Building Code
Title 24, part 11 - 2013 edition of the California Green Building Code
Title 24, part 12 - 2013 edition of the California Referenced Standards Code

Plus the 2012 International Wildland-Urban Interface Code and the 2012 International Property Maintenance Code. At the discretion of the Board of Supervisors, during the public hearing, any part of the proposed Ordinance may be amended and/or omitted from the final approved version.
This ordinance was adopted by the Board of Supervisors on Tuesday, December 10, 2013, by the following vote:

NOES: None
ABSENT OR NOT VOTING: None
