NOTICE TO BIDDERS
Public Services Bid No. PS-02-11
The County of Lake invites sealed proposals for a license/space on Buckingham Peak on top of Mt. Konocti near Kelseyville, Lake County, California with related access rights for ancillary electrical and communications lines for the purpose of installing, operating, maintaining and upgrading telecommunications equipment for the provision of cellular telephone services in Lake County.
The license will be as follows:
80 feet x 125 feet ground space to construct and operate a cellular facility. This space is currently leased to New Cingular Wireless PCS, LLC and will become available June 1, 2016 or upon the termination of the County’s Ground Lease with New Cingular Wireless PCS, LLC, whichever is earlier.
The scope of work and requirements for the utility installation / upgrade.
(a) Increases existing overhead electric service to underground power with an increase to 800 AMPS, 208 Volt three phase service with six submeters. Add underground conduit for installation of fiber data cable to Buckingham Peak. Attached, please see the draft template Utility Agreement (Exhibit B) provides some guidance in Section I.
(b) Anticipated costs of the utility installation / upgrade. The amount is estimated at $600,000.00.
(c) The quantified dollar amount value the bidder would receive and the manner in which the bidder would recoup this amount in exchange for the utility upgrade / installation.
(d) Compliance with any applicable requirements of the California Environmental Quality Act (Public Resources Code Sections 21000 et seq.) and the National Environmental Policy Act (40 C.F.R. Sections 1500.1 et. seq.) is required. The draft template Utility Agreement also states this requirement at Section I (Exhibit B).
Option A
The County is interested in running a potable water line up the side of the mountain in conjunction with this project at the County’s expense. The County would like a proposal for said pipe installation. Bidder is invited to bid Option A as specified in the following:
Pressure Reducing Valves: If 1-1/2 inch pipe is used, 4 pressure reducing valves (PVR) will be needed-one for each 350 feet of elevation change starting at the top of the mountain and going down. The PVR at the bottom may not be needed depending on the size of the pump being used. The PRVs will reduce pressure from about 250 psi to 100 psi.
Pipe: High Density Polyethylene (HDPE) can be used. If so, DR 7 with a pressure rating of 265 psi would be most appropriate. This pipe is thermally fused so it requires special equipment.
PVC plastic is more common. Schedule 80 could be used and it has a maximum working pressure of 470 psi. PVC may be less expensive and will have a minor amount of leakage. The HDPE may have a longer life.
Fully completed and signed Proposals will be received by December 6, 2011 at 9:00 a.m. to the Board of Supervisors Office located at 255 No. Forbes St. First Floor of the Lake County Courthouse, Lakeport, CA 95453.
Minimum Bid: Fund all installation costs for the power upgrade and enter into a license agreement that shall be $28,800 annually with provisions for an annual increase of 4% or the amount of the cost-of-living increase reflected in the Consumer Price Index, whichever is greater, in addition to a $1,000 annual road maintenance payment and a construction quality assurance inspection fee with inspections managed by the County. The main project is the power upgrade.
Term of the License: The term of the license shall be ten (10) years with the option to renew the license for an additional five years. Extending the license term for any bidders that are current licensees on Buckingham Peak, and entering into a new license term for bidders, will be new licensees
Access to the equipment shall be unrestricted.
Installation Requirement: The placement and installation of equipment, considering bidders’ technical requirements and the County’s interest including visual impact, shall be determined jointly by the successful bidder and the Public Services Director or his designee.
Insurance Requirements: Bidders must be prepared to comply with the County’s insurance requirements which include, but are not limited to, provision of a Commercial General Liability insurance policy (Form CG0001) with limits of not less than one million dollars ($1,000,000) combined single limit per occurrence, Worker’s Compensation Insurance, Employer’s Liability Insurance in an amount not less than one million dollars ($1,000,000) and Premises Liability in the amount not less than one million dollars ($1,000,000). More detailed information regarding these insurance requirements are outlined in Exhibit “A” to the Sample License Agreement attached.
The County hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Planning Commission of the County of Lake, State of California, will hold a public hearing on application UP 11-09 requesting a five year time extension for an existing billboard sign.
The project applicant is La Monica Signs.
The Planning Commission will reconsider the previously adopted mitigated negative declaration for this project based on Initial Study IS 96-08.
The project is located at 255 Soda Bay Road, Lakeport, APN 008-019-64.
The previously approved mitigated negative declaration and all documents referenced in it are available for review, and the staff report will be available ten (10) days before the hearing, at the Community Development Department, Lake County Courthouse, 255 North Forbes Street, Lakeport, CA.

NOTICE OF PROPOSED MINOR MODIFICATION
TO AN APPROVED MINOR USE PERMIT
NOTICE IS HEREBY GIVEN that the Lake County Zoning Administrator will consider approving MINOR MODIFICATION TO A PREVIOUSLY APPROVED MINOR USE PERMIT MMU 11-04 to expand the land application area for treated wastewater from 4.5 acres to 30 acres. The project applicant is Myron Holdenried.
