COUNTY OF LAKE BOARD OF SUPERVISORS
NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Board of Supervisors of the County of Lake, State of California, will hold a PUBLIC HEARING to consider an Ordinance for Development Agreement PL-25-112; DA 24-01 for the Guenoc Valley Mixed Use Planned Development Project (“Project”). The project site is located at Guenoc Ranch Site at 22000 Butts Canyon Road, Middletown (Primary) APN 014-310-09 (Primary), and Middletown Off-Site Workforce Housing at 21000 Santa Clara Road APN 014-380-09, Middletown; Applicant: Lotusland Investment Holdings, Inc.
The hearing is to correct a procedural error in which a development agreement was previously approved by resolution rather than ordinance while the Planning Commission’s findings at a public meeting confirmed the development agreement meets all county code requirements and the Commission did recommend adoption to the Board of Supervisors. County regulations require such agreements to be adopted by ordinance rather than resolution.
The public hearing will be held in the Board of Supervisors Chamber in the Courthouse on Tuesday, October 7, 2025, at 10:00 a.m., at which time and place interested persons may attend and be heard. Copies of the project materials and proposed Ordinance are available at the Office of the Clerk of the Board of Supervisors.
If you challenge the action of the Board of Supervisors on any of the above stated items in court, it may be limited to only those issues raised at the public hearing described in this notice or in written correspondence delivered to the Clerk of the Board of Supervisors at, or prior to, the public hearing.
