Lake County General Plan 2050 draft environmental impact report available

NOTICE OF AVAILABILITY 
FOR THE DRAFT ENVIRONMENTAL IMPACT REPORT FOR
LAKE COUNTY GENERAL PLAN 2050

NOTICE IS HEREBY GIVEN that Lake County (County), as lead agency for the proposed project, has completed a Draft Environmental Impact Report (EIR) in compliance with the California Environmental Quality Act (CEQA). The purpose of this notice is to (1) serve as the public Notice of Availability (NOA) of a Draft EIR pursuant to CEQA Guidelines Section 15087, and (2) advise and solicit comments regarding the content of the Draft EIR for a 45-day period, ending at 5:00 p.m. on April 24, 2026. Following the close of the public review period, a Final EIR will be prepared containing comments and responses to comments that, together with the Draft EIR, will form the Final EIR. The Final EIR will be used by the Board of Supervisors in its consideration of approval of the proposed Lake County General Plan 2050.

Location: Lake County lies within the Pacific Coastal range, approximately 100 miles north of San Francisco, 90 miles northwest of Sacramento, and 35 miles east of the Pacific Ocean. Lake County is bounded by Mendocino and Glenn Counties to the north; Yolo, Colusa, and Glenn Counties to the east; Sonoma and Napa Counties to the south; and Mendocino and Sonoma Counties to the west. The major roadways that traverse the county include State Route (SR-) 20, which connects to Highway 101 and Interstate (I-) 5 to the west and east, and SR-29, SR-53, and SR-175. The County includes eight Planning Areas. Lake County encompasses 1,330 square miles of incorporated and unincorporated areas of Lake County as well as federal, state, and tribal land; however, the County only has jurisdiction over unincorporated land.

Proposed Project: Lake County is preparing a comprehensive update to the 2008 General Plan and all eight of the County’s Local Area Plans, which were adopted at various times between 1988 and 2010. The General Plan is being updated to respond to new State laws, changing conditions, and emerging issues and opportunities. State law requires that the General Plan contain eight elements: land use, circulation, housing, open space, noise, safety, conservation, and environmental justice. The County’s updated General Plan, including the eight Planning Areas (Local Area Plans) include goals, policies, and actions that set the long-term plan for potential future development in unincorporated Lake County. The proposed project builds off the current General Plan and Local Area Plans to provide a framework for land use, transportation, and conservation decisions, and direct future growth within unincorporated Lake County through the year 2050. 

Significant Environmental Effects: The Draft EIR identifies the following effects by environmental topic: 
    • No Impact/Less than Significant without Mitigation or Mitigating Policies and Actions: energy, greenhouse gas emissions, land use and planning, mineral resources, population and housing, public services, and recreation. 
    • Less than Significant with Mitigation or Mitigating Policies and Actions: aesthetics, biological resources, cultural resources, geology and soils, hazards and hazardous materials, hydrology and water quality, noise, and tribal cultural resources. 
    • Significant and Unavoidable: agriculture and forestry resources, air quality, transportation, utilities and service systems, and wildfire. 

As described in Section 3.9, Hazards and Hazardous Materials, of the Draft EIR, 23 sites are under investigation by the California Department of Toxic Substance Control (DTSC).

REVIEW PERIOD: The 45-day public review period for the Draft EIR begins on March 4, 2026 and  ends at 5:00 p.m. on April 24, 2026. The Draft EIR will be available for review electronically on the project’s website: https://lakecounty2050.org/documents/   A hardcopy is available for review at the Couty’s Community Development Department, at the address below and also at the Lake County Public Library, Lakeport Branch, located at 1425 N. High St., Lakeport. Comments should be submitted as follows:

Following the close of the public review period for the Draft EIR, the County will prepare a Final EIR, incorporating all comments received during the public comment period, for consideration by the Board of Supervisors at a date for which notice shall be provided. 

As required by CEQA (Section 21092.5), the Final EIR, including written responses to the comments submitted by public agencies, will be available at least 10 days prior to certification.

ADOPTION OF PROPOSED ORDINANCE TO AMEND CHAPTER 21, ARTICLE 27
OF THE LAKE COUNTY MUNICIPAL CODE FOR COMMERCIAL CANNABIS USES
NOTICE IS HEREBY GIVEN that the County of Lake Board of Supervisors will hold a public hearing to consider adoption of an ordinance to amend Chapter 21, Article 27 of the Lake County Municipal Code on Tuesday, March 10, 2026 no earlier than 11:00 a.m. in the Lake County Board of Supervisors Chambers, located on the first floor of the Lake County Courthouse, 255 N. Forbes Street, Lakeport, California 95453. The proposed ordinance would amend various sections of Article 27(at) for commercial cannabis regulations, including but not limited to the following topics: setbacks; commercial canopy size limitations and calculations; application processing procedures and requirements; background clearances; record retention; commercial cannabis cultivation exclusion areas and development standards; and operational hours.
ALL INTERESTED PERSONS are invited to be present at the public hearing. The hearing will take place both in-person and via Zoom teleconference. The Agenda, including Zoom information, the staff report and attachments, will be posted online a minimum of 72 hours prior to the hearing on the County’s meeting calendar webpage at: https://countyoflake.legistar.com/Calendar.aspx.
