REVIEW AND ACCEPTANCE OF THE 2025 
THE HOUSING ELEMENT ANNUAL PROGRESS REPORT (APR)
NOTICE IS HEREBY GIVEN that the County of Lake Board of Supervisors will hold a public hearing to review and accept the 2025 Housing Element Annual Progress Report (APR) for the County’s Regional Housing Needs Allocation (RHNA) progress on Tuesday, March 24, 2026, at 1:00 p.m. in the Lake County Board of Supervisors Chambers, located on the first floor of the Lake County Courthouse, 255 N. Forbes Street, Lakeport, California 95453. 
PROJECT DESCRIPTION: Pursuant to California Government Code Section 65400, the Board of Supervisors will consider the Annual Progress Report (APR) for the 2025 calendar year. The APR summarizes the County’s housing production and the status of programs within the Housing Element. Following the hearing, the report will be submitted to the California Department of Housing and Community Development (HCD) and the Governor’s Office of Planning and Research (OPR).
ALL INTERESTED PERSONS are invited to be present at the public hearing. The hearing will take place both in-person and via Zoom teleconference. The Agenda, including Zoom information, the staff report and attachments, will be posted online a minimum of 72 hours prior to the hearing on the County’s meeting calendar webpage at: https://countyoflake.legistar.com/Calendar.aspx. 
The staff report and attachments may also be viewed at the Board of Supervisors counter during regular business hours 72 hours prior to the hearing. NOTICE IS HEREBY GIVEN, that the County of Lake Planning Commission will hold a public hearing on Thursday, March 26, 2026, no earlier than 9:05 a.m., in the Lake County Board of Supervisors Chambers, located on the first floor of the Lake County Courthouse, 255 N. Forbes Street, Lakeport, CA for consideration of a proposed Major Use Permit (PL-25-306), and Mitigated Negative Declaration), for commercial cannabis cultivation including up to 86,308 square feet of outdoor canopy area and a Type 13 Distribution, Self-transport only license; Applicant: Sergey Yusupov; Location: 20150 Black Bass Pass Road, Lower Lake (APN 012-052-02).

NOTICE IS HEREBY GIVEN, that the County of Lake Planning Commission will hold a public hearing on Thursday, March 26, 2026, no earlier than 9:35 a.m., in the Lake County Board of Supervisors Chambers, located on the first floor of the Lake County Courthouse, 255 N. Forbes Street, Lakeport, CA for consideration of a proposed Major Use Permit (PL-25-67), Design Review approval, and Mitigated Negative Declaration, for commercial cannabis cultivation including up to 43,200 square feet of mixed-light canopy area, a 6,000 square feet processing and non-volatile manufacturing facility, a 2,400 square feet distribution facility, an A-Type 6 Non-Volatile Cannabis Manufacturing License, and  an A-Type 11 Cannabis Distributor License; Applicant: Anthony Perkins; Location: 140 and 270 Soda Bay Road, Lakeport (APNs 008-001-08 and 008-001-09).
