ORDINANCE NO. 2983
AN ORDINANCE ESTABLISHING A FEE SCHEDULE FOR
DRIVING-UNDER THE-INFLUENCE PROGRAMS
The Board of Supervisors of the County of Lake, State of California, ordains as follows:
SECTION I: The amounts set forth below are hereby established as the fees for the services performed by the Department of Behavioral Health, Driving Under the Influence Program. The Department of Behavioral Health shall collect the fees set forth below as a condition for participating in the Driving Under the Influence program:
DUI Program (current fees)
12 – Hour Wet/Reckless Program: $260.00 per person
3 – Month First Offender Program (FOP): $545.00 per person
6 – Month First Offender Program (FOP): $740.00 per person
9 – Month First Offender Program (FOP): $1,150.00 per person
12 – Month Multiple Offender Program (MOP): $1,430.00 per person
18 – Month Multiple Offender Program (MOP): $1,580.00 per person
Missed Activity Fee: $30.00
Reinstatement Fee: $40.00
Transfer In/Out Fee: $50.00
Return Check Fee: $30.00
Additional Program Fees (fees requested for approval)
Rescheduling Fee: $30.00
Leave of Absence Fee: $30.00
Late Payment Fee: $15.00
SECTION 2: The assessment, collection and refunding of DUI Program Fees shall occur in accordance with State regulations
SECTION 3: All Ordinance or parts of ordinances or resolutions in conflict herewith are hereby repealed to the extent of such conflict and no further.
SECTION 4: This ordinance shall take effect on the 14th day of March, 2013, and before the expiration of (15) days after its passage it shall be published at least once in a newspaper of general circulation in the County of Lake.
The foregoing ordinance was introduced before the Board of Supervisors on the 5th day of February, 2013 and passed by the following vote of the 12th day of February, 2013.

NOTICE OF PUBLIC HEARING AND
SUMMARY OF PROPOSED ORDINANCE
NOTICE IS HEREBY GIVEN that the Board of Supervisors, County of Lake, State of California, has set TUESDAY, FEBRUARY 19, 2013, AT 10:15 A.M., Board Chambers, Courthouse, Lakeport, as time and place to consider a proposed ordinance amending Chapter 21 of the Ordinance Code of the County of Lake pertaining to the limitation of outdoor medical marijuana cultivation within mobilehome parks; the prohibition of cultivation within multi-family dwelling properties, and limits on medical marijuana processing. A certified copy of the proposed ordinance is available at the Office of the Clerk of the Board of Supervisors.
This proposed ordinance will limit the amount of medical marijuana that can be cultivated outdoors within mobilehome parks, prohibit cultivation within properties improved with multi-family dwellings, and limit the amount of processing of marijuana at any particular property to the amount that can be cultivated on that property.
NOTICE IS FURTHER GIVEN that at said time and place any interested person may appear and be heard.
If you challenge the action of the Board of Supervisors on any of the above stated items in court, it may be limited to only those issues raised at the public hearing described in this notice or in written correspondence delivered to the Clerk of the Board of Supervisors at, or prior to, the public hearing.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Planning Commission of the County of Lake will hold a public hearing on application UP 12-02 proposing the development of a retreat facility which includes the conversion of two existing residential structures for use as facility space for the hosting of multi-day seminars and workshops related to health and sustainable living.
The structures will also include dormitory space for a maximum of 40 guests attending associated seminars and workshops.
The Use Permit also proposes to utilize a portion of this site for a maximum of five (5) outdoor special events with amplified music.
The project applicant is Heart Consciousness Church. The Planning Commission will consider adoption of a Mitigated Negative Declaration for this project based on Initial Study IS 12-07.
The project is located at 16728 and 17824 U.S.S. Liberty Lane, Middletown, CA and further described as APN 014-230-01 and 12.
The proposed mitigated negative declaration will be available for review at the Community Development Department, (Lake County Courthouse, 255 North Forbes Street, Lakeport, CA) 20 days before the hearing, and the staff report will be available ten (10) days before the hearing.

The public hearing will be held in the Board of Supervisors’ Chamber in the Courthouse on February 28, 2013 at 9:05 AM, at which time and place interested persons may attend and be heard.
